Social Programs Manager

Social Programs Manager provides high-quality of PIN social programming and implementation, ensures programs are based on a strong understanding of the context, utilizes evidence-based approaches, and supports innovations to achieve positive impact.
S/he plays a key role in PIN efforts to enhance partnerships with sectoral actors, in particular government stakeholders, local CSOs, represents PIN with focus on demonstrating PIN expertise and establishing PIN´s sectoral position in the country.
S/he is responsible for achieving ongoing social projects results and indicators, and fulfilling the contractual obligations of the projects.
S/he sets an example to others through adhering to, and actively promoting PIN’s Code of Conduct and Core Policies (including Safeguarding, Anti-Corruption, Whistleblowing policies) with all the personnel working under his/her supervision.
Main Duties & Responsibilities
Social Programs Manager closely cooperates with MEAL (Monitoring, Evaluation, Accountability and Learning) and Communication and Advocacy units as well as technical experts (if any) to analyze the sectoral gaps, adjust the intervention logic of ongoing programs, contribute to advocacy strategy as well as sectoral overviews and new proposals development aimed for PIN sectoral positioning and fundraising.
Programme Leadership:
- Maintains strong understanding of local context of PIN sectoral strategic priorities (social, livelihood, migration, civil society, etc) and ensures meaningful engagement of communities we serve;
- Builds synergies and supports mutual learning between PIN other country programmes, leveraging evidence and knowledge to drive collaboration and continuous improvements;
- Builds synergies to enhance collaboration and program alignment, consolidates program achievements, and fosters interlinkages between PIN programs;
- Ensures programs quality and mainstreaming cross-cutting issues into program activities;
- Following program quality implementation by providing needed information and tools and ensuring effective feedback collection mechanism with partners, stakeholders and beneficiaries;
- Ensures effective and transparent sub-granting schemes including mapping/mobilization of local actors, set up functional cooperation mechanisms for their capacity gaps identification, develops tailored approaches for social service provision capacity building and mentoring;
- Stays informed and share emerging trends and best practices in the field by sharing it with beneficiaries (sub-grants and target audience);
- Support coordination between programme and operations teams, communicate with HQ and technical focal points of PIN other departments on issues related to programme quality and cross-cutting topics;
- Ensures programs are effectively closed: indicators reached/objectives met; effectively reported and properly archived.
Program team management
- Makes sure program staff understands and adheres to relevant PIN policies, guidance, technical quality standards, and established processes for quality programming; Coordinate development of SOPs as needed for specific activities;
- Provide guidance, support and supervision to team members, fosters a positive work culture, and ensures effective communication within and between programs and other departments, including MEAL unit.
Program review & reporting
- Ensures high quality of Internal and Donor Reporting including archiving, (along with relevant communication with donors);
- Budget oversight - ensures accurately track expenditure and effectively forecast future spending.
External engagement, positioning and partnerships
- Represent PIN and actively support external representation efforts in the donor community, with authorities, key partners, and coordination fora aimed to enhance programme sustainability and reinforce PIN's positioning;
- Foster collaboration with partner organizations by strategic oversight of partner's mapping, assessment and establishment of strategic partnerships, with particular focus on local diverse organizations;
- Active donor engagement, participation at relevant fora (e;g; clusters);
- Monitor civic space, partnerships and funding trend (localization) in the country and proactively engage relevant stakeholders in PIN country programs design and delivery;
- Ensures effective cooperation while working with multiple partners ensuring HQ and donor partnership compliances.
Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH):
- Carry out the duties in accordance with the PIN Code of Conduct and Key policies ;
- Participate in training and awareness raising (CoC and KP, Safeguarding;;;);
- Ensure that her/his team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies;
- Implement Safeguarding measures throughout the projects’ cycle including risk analysis related to SEAH and Child protection at the project/program level and develop a mitigation plan accordingly;
- Ensure, when possible, that due diligence and/or capacity assessments of third parties include an assessment of third parties’ implementation of key safeguarding and risk policies including the prevention of SEAH;
- Create and maintain a fulfilling and protective environment.
Requirements
- Academic degree in International Development, Social Sciences, Project Management, or a related field;
- Proven track record in leading large, complex, multi-sectoral programs in international contexts;
- Demonstrated ability to work with donors, authorities, and local organizations;
- Experience of mobilizing and working with local CSOs engaged in service provision, working with vulnerable groups;
- Strong leadership, decision-making, and problem-solving abilities, analytical mindset;
- Excellent program management skills, including budget oversight and reporting;
- Excellent communication and negotiation skills with stakeholders;
- In-depth understanding of social and civil society development trends, localization efforts, government strategies;
- Proficiency in managing accountability mechanisms, including feedback systems;
- High integrity and commitment to accountability and transparency;
- Strong interpersonal skills, flexibility and adaptability to changing environments and challenges;
- Advanced knowledge in English (required);
