Main Duties & Responsibilities
We are looking for a Civil Society Programs Manager (CSPM) who will provide strategic and technical leadership to People in Need (PIN) Armenia’s civil society strengthening, good governance, and civic engagement programs, under the supervision of the Country Director. The CSPM will ensure that all programs are contextually relevant, evidence-based, and aligned with PIN’s global strategy and the evolving civic space in Armenia.
This role involves developing and implementing sectoral strategies, ensuring program quality, and fostering strong engagement with donors and partners. The CSPM will represent PIN in external meetings, coordination platforms, and partnerships, leading fundraising initiatives and contributing to program design and proposal development within the civil society sector. The successful candidate will bring a deep understanding of Armenia’s civil society landscape, including local governance, citizen participation, media, advocacy, and rights-based development, and will ensure that all interventions meet the highest standards of quality, accountability, and ethical conduct.
Duties & Responsibilities
Strategic and Program Leadership

Lead the development and implementation of PIN Armenia’s Civil Society Strategy, ensuring alignment with contextual analysis, donor priorities, and PIN’s global frameworks;

Identify emerging trends, challenges, and opportunities within Armenia’s civic society ecosystem and media space and its integration to PIN program strategies and projects;

Development and design projects focused on civil society development, media literacy and community engagement;

Oversee implementation of civil society and governance programs, ensuring adherence to quality, relevance, and sustainability principles;

Foster innovation and cross-program learning, promoting approaches that enhance civic participation, transparency, and inclusion.
Program Quality, Monitoring, and Learning

Ensure that all projects within the civil society portfolio achieve planned results, comply with donor requirements, and deliver measurable impact;

Ensure program quality by integrating cross-cutting issues and applying relevant feedback based adaptive management tools are in place;

Promote participatory monitoring, evaluation, and learning processes with partners, beneficiaries and communities;
-
Conduct evaluations to measure the impact and effectiveness of PIN sectoral interventions.

Oversee risk management, including safeguarding, anti-corruption, and operational compliance, in all program activities;

Ensure donor requirements (both institutional and private donors) for reporting are followed and fulfilled.
Partnerships and Capacity Strengthening

Lead the mapping, assessment, and strategic engagement of local civil society organizations (CSOs), grassroots groups, media and other civic actors;

Design and manage sub-granting and capacity development mechanisms that strengthen the role and sustainability of local partners;

Facilitate mutual learning and peer exchange between civil society partners and regional PIN programs;

Ensure that PIN’s partnership principles—transparency, accountability, and respect for local ownership—are applied consistently.
Donor Engagement and Resource Mobilization

Lead or contribute to proposal development and concept note preparation for civil society–related funding opportunities;

Maintain active engagement with donors, embassies, and other funding institutions to enhance PIN’s visibility and strategic positioning in Armenia’s civic space;

Provide sector-specific input into the Country Strategy and annual planning processes.
Representation, Advocacy, and External Relations

Represent PIN Armenia in relevant working groups, coordination forums, and policy dialogues related to civil society and governance;

Strengthen collaboration with governmental, academic, and private sector actors to foster an enabling environment for civic participation;

Monitors civic space, funding trends, and partnership opportunities and support in developing advocacy messages, public statements, and evidence-based policy contributions.
Qualifications and Experience

Minimum 5 years of progressively responsible experience managing civil society, governance, or democracy programs in Armenia or similar contexts;

Proven experience in donor engagement, proposal writing, and grant management;
-
Demonstrated experience in partnership management and capacity strengthening of local CSAs (CSOs and media);

Experience in community engagement including rural and vulnerable population;

Strong understanding of Armenia’s civil society ecosystem and political, social context, including civic space trends and local governance reforms;

Excellent leadership, communication, and representation skills;
-
Fluency in Armenian and English (both written and spoken).
