TERMS OF REFERENCE
About the project:
The "Partnerships for Syunik. Enhanced Community-Based Social Services" project is a Team Europe initiative funded by the European Commission. The project aims to support the development of a more resilient and sustainable social service system in Syunik, Armenia. The implementing organizations for the project are People in Need, in partnership with the “WINNET Goris” Development Foundation and the “Armenian Caritas”.
The project's three main outputs focus on building the capacity of Civil Society Organizations to deliver high-quality social services, developing sustainable mechanisms for participatory planning and delivery of services in partnership with local authorities, and engaging in policy dialogue and advocacy campaigns for sustainable funding of community-based social services. Through these outputs, the project aims to support the shift from a reactive, ad-hoc assistance system to a more integrated, shock-resilient social service system that better serves the needs of vulnerable populations in Syunik.
Main objective:
People in Need Armenia is looking for a skilled Legal Expert to support the Ministry of Labor and Social Affairs of Armenia in revising/updating the legal regulations in the field of accreditation of social service providers. The aim is to improve the quality of social services and ensure their compliance with international standards.
The Legal Expert will be responsible for conducting a comprehensive review of the existing legal framework, identifying gaps and inconsistencies, and proposing appropriate revisions/updates. The Expert will work closely with relevant stakeholders, including government officials, civil society organizations, and service providers, to ensure that the revised regulations reflect their needs and concerns.
The ideal candidate should have a proven track record of legal expertise with at least 5 years of relevant experience. Strong knowledge of the Armenian legal system and international standards is required. Experience in policy development, legislative drafting, and stakeholder engagement is highly desirable.
The expected duration of the service is up to 3 months, starting from the 1st of June. The number of working days and remuneration will be discussed with the selected candidate. The work will be carried out in hybrid working conditions with regular visits and close cooperation with the respective departments of the Ministry.

- Conducting a comprehensive review of the existing legal framework in the field of social service provisions and accreditation in Armenia,
- Identifying gaps and inconsistencies in the current legal framework and proposing appropriate revisions and updates,
- Working closely with relevant stakeholders, including government officials, civil society organizations, and service providers, to ensure that the revised regulations reflect their needs and concerns,
- Providing technical assistance and facilitating consultations with stakeholders to ensure effective collaboration throughout the implementation period,
- Organizing workshop sessions for relevant stakeholders to increase their knowledge of the revised regulations and how to comply with them,
- Drafting and reviewing legal documents related to the revision of the legal framework, including policy briefs, legislative drafts, and other relevant documents,
- Ensuring that the revised regulations comply with international standards in the field of social services and social service accreditation,
- Providing regular progress reports to the People in Need Armenia, the Ministry of Labor and Social Affairs and other stakeholders,
- Collaborating with the project team and technical experts to ensure the effectiveness of legal support,
- Developing an M&E framework for the revised legal framework in the field of social service provisions,
- Conducting regular visits to the respective departments of the Ministry to facilitate close cooperation with stakeholders and ensure that the project is on track.
- A degree in law, a focus on social service provisions or human rights law is desired,
- At least 5 years of experience with a focus on policy development, legal analysis, and/or regulatory compliance,
- Familiarity with the legal framework and policy context related to social service provision in Armenia, including relevant laws, regulations, and government policies,
- Experience in legal and policy analysis, including the ability to identify gaps and inconsistencies in legal frameworks and propose appropriate revisions,
- Strong analytical and problem-solving skills, with the ability to think critically and develop creative solutions to complex legal and policy challenges,
- Experience working with government agencies, civil society organizations, and other stakeholders to develop and implement policies and regulations,
- Excellent communication skills, including the ability to communicate complex legal and policy concepts to a variety of stakeholders in a clear and concise manner,
- Fluency in Armenian and English, both written and spoken.
