Human Resources Manager is responsible for managing human resources related activities within PIN Armenia representative offices (Yerevan and Goris) which imply but not limited to overall employee life cycle management of hiring and onboarding, integrity of documentation, employee effective relationship & counselling, training and development, well-being and safety.

Description:
Human Resources Manager is responsible for managing human resources related activities within PIN Armenia representative offices (Yerevan and Goris) which imply but not limited to overall employee life cycle management of hiring and onboarding, integrity of documentation, employee effective relationship & counselling, training and development, well-being and safety.
Responsibilities:
General HR
- Streamlines employee retention strategies, implementing approaches for employee satisfaction and engagement
- Initiates creation and implementation of HR policies adapted to the representative office/s needs and in compliance with the Institutional framework in order to respond to the requirements identified among the staff.
- Supervises implementation of the new HR projects that come up from HQ, initiates new ones based on local need
- Promotes and fosters diversity and inclusion
- Provides professional support to Line Managers during HR budgeting process in accordance with PIN internal requirements and determined timeframes
- Ensures timely preparation and distribution of communications for employees on the relevant topics (staff announcements, new policy implementation etc.)
- Oversees HR administration in full depth
- Carries out administrative follow-up on HR-related issues (conflict management, exit interview, etc.), responsible for HR system full administration (internal HRIS system)
- Follows up the quality and impact of assigned HR processes, suggests improvements to relevant stakeholders
- Counsels to staff members and Line Managers in Yerevan and Goris offices on HR matters
- Coordinates employee performance management cycles within the Organization.
- Together with Line Managers of respective function develops vacancy postings in compliance with the internal recruitment procedures and guidelines
- Provides support and guidance to hiring managers in recruitment process with the aim of leading it properly in line with common standards
- Applies recruitment guidelines and recruitment strategies to attract best candidates using all possible sources (including social media advertising)
- Ensures that pre-established specific onboarding procedures for newly recruited staff are based on the internal Onboarding Policy
- Performs the administrative organizational process of: CV Screening/shortlisting, candidates interview and testing conduction, follow-up on chosen and rejected candidates
- Follows up on annual/monthly collaboration with recruitment/job advertising agencies
- Contributes to HR Marketing (Employer Branding) projects such as Career Fairs, internal and external communication in accordance with HQ HR respective department guidelines
- Supports Line Managers when developing position descriptions to meet internal requirements.
- Coordinates all mandatory and ongoing training programs/plans liaising with HQ if needed
- Maintains selection on local and external training providers, follows up on training delivery and all training related arrangements
- Provides necessary guidance to the employees for the Performance evaluation process (including support given in forming, implementing, and following up of internal career paths and support plans for staff members)
- Acts as a PIN E-learning administrator and PIN Learning Hub Focal Point.
- Carries out procedures related to local HR practices, taxes and social security
- Initiates medical insurance package updates and cooperation with service providing companies (tender/selection committee formation initiation) on a yearly basis
- Liaises with Head of Systems and Operations for salary scale changes, initiating salary surveys in case of need.
- Organizes required safety and well-being initiatives for employees and supervises implementation of related projects
- Oversees arrangement of PIN Armenia staff events, e.g. Christmas party etc. in line with institutional guidelines.
- Coordinates the Performance evaluation activities for employees and makes sure that deadlines for Performance evaluation cycle is met
- Engages in ongoing and continuous feedback sharing and support for effective staff management
- Directly supervises HR Assistant.
Requirements:
- University degree preferably in Human Resources or related field (certifications, additional HR trainings will be viewed as an advantage)
- At least 7 years of proven HR management experience
- Excellent in English and Armenian, sound communication (spoken and written) skills, including ability to explain and present complex and sensitive information
- PC proficiency (Outlook, MS Office)
- Competence to build and effectively manage interpersonal relationships at all levels of the Organization
- Ability to architect HR strategy along with leadership skills
- In-depth knowledge of RA labor law and HR best practices
- Highly attentive to details and ability to remain calm under pressure
- Demonstrable experience with Human Resources metrics
- Excellent interpersonal skills and ability to establish and maintain effective working relations with people in multi-cultural, multi-ethnic environment with sensitivity and respect to diversity, along with fostering the diversity and inclusion within the Organization.
