Head of Development Programs

We are in search of a qualified Head of Development Programs to become a member of our Senior Management Team (SMT). In this pivotal leadership position, you will be responsible for overseeing the development and execution of high-quality, evidence-based programs that cater to the needs of the communities we serve.

In this pivotal leadership position, you will be responsible for overseeing the development and execution of high-quality, evidence-based programs that cater to the needs of the communities we serve.
Key Responsibilities:
Program Leadership:
- Maintain a comprehensive understanding of the local context and the sectoral priorities of PIN, including social issues, education/TVET, livelihoods, migration, civil society, media literacy, and climate resilience.
- Facilitate meaningful engagement with communities to guide program design and implementation.
- Enhance synergies and foster learning across PIN's global programs by utilizing evidence generated through the MEAL system.
- Ensure the quality of programs by integrating cross-cutting themes, aligning programming values, and effectively utilizing feedback mechanisms.
- Remain abreast of emerging trends, innovations, and best practices within the field of development programming.
- Line manage senior program staff, including Project/Program Managers and the MEAL unit.
- Develop HR plans and capacity-building initiatives to ensure the team meets program objectives.
- Foster a collaborative and positive work culture within and across teams.
- Oversee the MEAL unit to ensure evidence-based programming and organizational learning.
- Develop and maintain accountability mechanisms, including the Community Feedback and Response Mechanism (CFRM).
- Ensure MEAL systems align with internal and external guidelines and standards.
- Oversee program reviews and implement improvements as necessary.
- Ensure effective budgeting, expenditure tracking, and forecasting for all projects.
- Provide timely, high-quality reporting to donors and internal stakeholders.
- Represent PIN externally with donors, authorities, and coordination platforms to strengthen partnerships and enhance PIN's positioning.
- Develop and maintain strategic partnerships, particularly with local organizations and CSOs.
- Monitor civic space, localization trends, and funding opportunities to inform program design and delivery.
- Uphold PIN's Code of Conduct and Key Policies, including Safeguarding and Prevention of Sexual Exploitation, Abuse, and Harassment (SEAH).
- Implement safeguarding measures and ensure team compliance through training and awareness sessions.

Main Requirements:
- Master's degree in International Development, Social Sciences, Project Management, or a related field.
- Minimum of 8 years of experience specifically in development programming, including at least 5 years in senior management roles.
- Proven track record in leading large, complex, multi-sectoral programs in international contexts.
- Experience managing MEAL systems, program design, and implementing evidence-based approaches.
- Demonstrated ability to work with donors, authorities, and local organizations, particularly CSOs.
- Strong leadership, decision-making, and problem-solving abilities.
- Excellent program management skills, including budget oversight and reporting.
- Exceptional communication and negotiation skills with internal and external stakeholders.
- In-depth understanding of development trends, localization efforts, and civic space issues.
- Proficiency in managing accountability mechanisms, including feedback systems.
- Advanced knowledge in English (required).
- High integrity and commitment to accountability and transparency.
- Strong interpersonal skills, including the ability to motivate and inspire diverse teams.
